Vegetable oil olive oil grease and food oils can burn and stick onto a ceramic pan if the pan is left over heat too long.
Never tried it on normal oil though.

I used some of those brillo pads that are basically steel wool with soap embeded in it.

Try soaking the header in anti freeze.
Wipe down the headers and dry thoroughly then coat the headers with wd 40.

After header installation and before engine run remove grease and or skin oils from the header tube surface.
I however should have cleaned it off right away cause it got through the coating and now shows many chips underneath.

I have jethot coated headers.
Wipe the tubes.
I tried stronger cleaners such as windex and even carb cleaner.
But the brillo pads worked great.
These areas are prone to rusting as most coatings are unable to get between the tubes in these areas during the coating.
This burned oil can transfer onto food items cooked inside the pan ruining your meal.

Once they get oilstained you are done.
Pay particular attention to the areas where the tubes are welded to the header flanges and where the tubes come in close proximity to each other.
